Oh, sorry. I misunderstood. For OGG: MP3 WMA OGG Converter 9.0.1 which uses Lavf52.93.0 encoder, I think. For 64kbps MP3 I used online-convert.com.

Both these came out with 89 dB from the original 89.5 dB 128 kbps. Other testers, I imagine, used different methods with similar results - just 0.3 - 0.5 dB reduction in volume. I can probably find out what they used, if it will help?

ETA If it means anything, I also resampled at 22 KHz and exported at 64 kbps in Audacity (the 128 is sampled at 44 KHz), and there was no volume difference.
